In an article posted by the Republican Herald, Luis E. Ramos, 36, of 113 N. West St. was arraigned on charges of felony possession with intent to deliver a controlled substance and misdemeanor offenses of possession of a controlled or synthetic substance, possession of a small amount of marijuana and possession of drug paraphernalia.
This was after Shenandoah Police found more than 300 bags of synthetic marijuana in Ramos' residence.
