According to Ashland Police, Gerald Barry, of 929 Centre Street, and Jenine L. Miller were cited by Ashland Police for scattering rubbish. The Ashland Borough manager received a complaint of trash being dumped at 10th & Chestnut Streets and after he checked through several garbage bags, mail for both defendants was found in the bags.
