Saint Clair Police have arrested Samantha Dower of 44 South Mill Street, Saint Clair.
According to Saint Clair Police Chief William Dempsey, on Wednesday, May 8, 2019, around 4:15pm, Saint Clair Police were called to the residence on South Mill Street.
The caller reported that his neighbor, Samantha Dower, 44, of Saint Clair created a disturbance and assaulted her young child.
The caller told police that the entire incident was captured on a home security system.
Police were able to review a copy of the security footage and audio recording that clearly showed Dower punching, slapping and threatening her 5 year old child during the unprovoked assault.
During the incident, Dower screamed obscenities and berated the 5 year old child.
Dower was also seen throwing a metal children's scooter toward the child.
Dower chased her child on the public sidewalk near the residence and could also be heard screaming at her boyfriend, Michael Rodrian Sr., he was also chased from the residence by Dower. the footage showed a frightened and crying child that was taken from the seen by his father, Michael Rodrian Sr.
On Friday, May 10, 2019 Saint Clair Police secured an arrest warrant for Dower who was charged with felony charges of Endangering the Welfare of a Child (repeated course of conduct), misdemeanor charge of Endangering the Welfare of a Child, Simple Assault, Recklessly Endangering Another Person, Persistent Disorderly Conduct, and a summary charge of Harassment.
Dower was arraigned on Friday afternoon before the Magisterial District Judge David Plachko and bail was set at $5,000 straight cash. Dower was unable to post bail and was committed to the Schuylkill County Prison.
