During my first term, my peers elected me to the Pennsylvania Association of County Controllers and unanimously elected me as President. Fortunately, in 2015 payroll was brought back to the Controller’s Office. The IRS conducted an audit of payroll and 1099s. They determined that not another dime was owed by the County. In 2014, I liaised with the State Police, the Auditor General and the FBI in an investigation of a former Clerk of Courts who has since pled guilty and is awaiting sentencing. I used the Berk’s County Template to make the Friendly Understandable Financial Statements to bring increased understanding of complex financial information."
He also thanked those who he worked with in the Schuylkill County government. "I want to thank my staff in the Controller’s Office for their dedicated and professional service. I will never forget their support and tireless efforts. I also want to thank all County officials, administration, department heads and employees whose cooperation was invaluable. Finally, I want to thank the people of Schuylkill County and all those who have supported me over the years. I truly value my service as County Controller as one of the most rewarding experiences of my life."
Joy, a Republican, was elected to the County Controller's position in 2011 and began his first time in January of 2012.
