Pottsville Man Faces Access Device Charges After Stealing Woman's Bank Card


A Pottsville man is locked up in Schuylkill County Prison after he stole a woman's bank card and withdrew money.

According to Pottsville Police Chief Richard Wociechowsky, on Tuesday, June 14th, 2022, City Police investigated a fraud report in which a 60-year-old Pottsville woman reported that David Joseph Stepp, 19, of Pottsville had fraudulently used her bank card.

The subsequent investigation by Ptlm Stephen Delinko showed that Stepp had taken possession of her Mid Penn bank/debit card and withdrew $660.00 in U.S. currency without her consent. Delinko obtained various items of evidence to identify Stepp committing the offense and then interviewed Stepp at which time he admitted his actions and the bank card was found to be in his possession.

Delinko completed a Criminal Complaint charging Stepp with Felony Access Device Fraud, Theft of Movable Property, and Receiving Stolen Property. 

Stepp was arraigned by Magisterial District Judge Anthony Kilker and bail was set at $10,000 straight cash. 

Stepp was locked up in Schuylkill County Prison unable to post bail.
