West Penn Township Police Arrest Hallucinating Pair in Separate DUI Incidents

The West Penn Township Police arrested two men in separate incidents for DUI on the same day after they were found hallucinating behind the wheel.

According to West Penn Township Police, on November 10th, 2022, at approximately 3:30 pm, Township Police observed a red Honda spin its wheels in reverse while pulling out of a parking space in front of the EZ-Market and take off through the parking lot at a high rate of speed. The vehicle went out through the south entrance onto Route 309 without stopping or even slowing down, crossed all three lanes of Route 309, and proceeded West on Summer Valley Rd.

West Penn Township Police attempted to stop the vehicle however the operator refused to stop.

The vehicle was reaching speeds at around 100 mph. The vehicle then came upon a line of vehicles in which it started to pass in excess of 100 mph. It continued to pass vehicles nearly striking a tractor trailer head on.

The vehicle then came to a stop as West Penn Township Police approached. The driver, identified as Anthony Silas Hosier, 42, of Lansford, claimed to be royalty and a person they made movies about. Records check for Hosier showed that his license was suspended and that he was a wanted person out of Schuylkill County.

He was in possession of drug paraphernalia and a bag containing a small amount of marijuana.

Hosier displayed signs of hallucinations, his statements were irrational, and was incapable of safe driving. The owner and passenger of the vehicle, Carlos Jesus Rodriguez, 26, of Whitehall, was experiencing the same hallucinations and incapable of driving the vehicle. Further, his license required ignition interlock and the vehicle was not equipped with an interlock device. Rodriguez was transported by West Penn Police to Lansford. The vehicle was impounded.

Hosier was taken into custody on the outstanding warrant and incarcerated in the Schuylkill County Prison.

West Penn Township Police are charged Hosier with:

• Reckless Driving
• Fleeing or Attempting to Elude Officer
• Driving at Safe Speed, Pass When Prohibited
• Impr Emergence Alley Driveway or Bldg
• Driv While Oper Prive Susp or Revoked.

Hosier was also charged with DUI after a blood test.

A preliminary hearing for Hosier is scheduled for February 14th, 2023.

Later that day, around 7:48 pm, West Penn Township Police were dispatched to a call of a victim regarding a man chasing him with a vehicle in Andreas. 

Upon calling the victim, he reported that a male exited a vehicle with a brown pit bull and stated that he works for the FBI and wanted the victim to take him to the West Penn Township Police impound lot.

The victim reported that the unknown man was reaching into his pocket as if he had a gun. The victim told the male that he will take him there. While driving to the West Penn Township Police Department, he called to report the incident.

While on the telephone with the victim, West Penn Police observed the vehicle driving in the middle of the two lanes to block anyone from passing. Police were able to stop the vehicle and observed the driver to be Carlos Jesus Rodriguez.

This vehicle was not equipped with an ignition interlock system as required and after sobriety tests it was determined he was still under the influence of a controlled substance and having the same hallucinations.

Rodriguez was taken into custody and after receiving blood results, he was charged with: 

• Ill Operate w/o Ig Int
• DUI: Controlled Substance or Metabolite 2nd Offense
• DUI: Controlled Substance -Impaired Ability 1st Offense
• Impersonating a Public Servant.

The friendly pit bull was in West Penn Township Police Department’s care until reunited with the owner.

A preliminary hearing is scheduled for January 3rd, 2023.
