On Tuesday, the Pennsylvania State Police announced 6 promotions within their ranks, one which is a native of Shenandoah.
Colette M. Smith was promoted by Colonel Christopher Paris to the rank of Major and assigned her as Director of the Bureau of Forensic Services.Major Smith most recently served as the Assistant Director of the Bureau of Communications and Information Services.
A native of Shenandoah, Schuylkill County, Major Smith enlisted in the State Police in 2003. Upon graduation from the Academy, she was assigned to Troop K, Skippack. As a Trooper, Major Smith also served in the Troop L, Reading Patrol Unit, and as a Criminal Investigator at the Troop L, Frackville and Reading stations.
As she progressed through the ranks, Major Smith served as Patrol Corporal at Troop J, Lancaster and Troop L, Reading; Sergeant in the Bureau of Communications and Information Services; and Lieutenant in the Bureau of Communications and Information Services and Troop L, Reading.
Major Smith was promoted to Corporal in 2012, Sergeant in 2015, Lieutenant in 2018, and Captain in 2021.
Major Smith is a 1991 graduate of Shenandoah Valley High School and attended Pennsylvania State University.

Major Beaver, a native of Snyder County, enlisted in the State Police in 1999. Upon graduation from the Academy, he was assigned to Troop N, Swiftwater.
As he progressed through the ranks, Major Beaver served in Troops N and F, the Bureau of Research and Development, The Policy and Legislative Affairs Office, and the Executive and Administrative Offices.
Major Beaver was promoted to Corporal in 2012, Sergeant in 2016, Lieutenant in 2019, and Captain in 2022.

Colonel Christopher Paris promoted Adam Gibson to the rank of Lieutenant and assigned him as Commander of the Risk Management Office in the Bureau of Integrity and Professional Standards.
Lieutenant Gibson most recently served as an Investigator within the Internal Affairs Division, Central Section, Bureau of Integrity and Professional Standards.
A native of Clearfield, Lieutenant Gibson enlisted in the State Police in 2005. Upon graduation from the Academy, he was assigned to Troop F, Coudersport. As he progressed through the ranks, Lieutenant Gibson proudly served in Troops C, F, and the Bureau of Integrity and Professional Standards, Internal Affairs Division.
Lieutenant Gibson was promoted to Corporal in 2013 and Sergeant in 2021.

Colonel Christopher Paris promoted Shawn M. Haines to the rank of Lieutenant and assigned him as Commander of the Criminal Investigation Section at Troop M, Bethlehem.
Lieutenant Haines most recently served as the Patrol Section Supervisor at Troop K, Media.
A native of Salisbury, Pennsylvania, Lieutenant Haines enlisted in the State Police in 2006. Upon graduation from the Academy, he was assigned to Troop K, Philadelphia. Prior to his recent promotion, Lieutenant Haines proudly served in various positions throughout Troop K, including the Collisions Analysis and Reconstruction (CARS) Unit, Patrol, and Criminal Investigations.
Lieutenant Haines was promoted to Corporal in 2013 and Sergeant in 2020.

Colonel Christopher Paris promoted Joshua L. Mrosko to the rank of Lieutenant and assigned him as Commander of the Records Management Section in the Bureau of Communications and Information Services.
Lieutenant Mrosko most recently served as the Section Supervisor of the Records Management Section.
A native of Uniontown, Lieutenant Mrosko enlisted in the State Police in 2012. Upon graduation from the Academy, he was assigned to Troop B, Uniontown. As he progressed through the ranks, Lieutenant Mrosko proudly served in Troops B and K.
Lieutenant Mrosko was promoted to Corporal in 2018, and Sergeant in 2021.

Lieutenant Shandra most recently served as Station Commander at Troop R, Gibson.
A native of Pittston, Luzerne County, Lieutenant Shandra enlisted in the State Police in 2011. Upon graduation from the Academy, he was assigned to Troop N, Lehighton. As he progressed through the ranks, Lieutenant Shandra proudly served in Troops N, F, P, and R.
Lieutenant Shandra was promoted to Corporal in 2018 and Sergeant in 2020.

Colonel Christoper Paris promoted Kelly L. Shaffer to Bureau Administrative Manager and assigned her to the Bureau of Training and Education.
A native of Montgomery, Lycoming County, Shaffer began her career with the Pennsylvania State Police in 2008 as a Clerk Typist 2 at the Bureau of Training and Education. In August 2012, she was promoted to the Clerical Supervisor 1 position within the Clerical Unit, where she served for 11 years. She was promoted to her current position on September 30, 2023.
