Frackville Man Charged After Investigation Finds Explicit Videos of Children

A Frackville man has been charged with multiple felony counts related to the possession of child pornography following an investigation led by the Pennsylvania Office of Attorney General's Child Predator Section.

According to an affidavit of probable cause filed by Special Agent Caitlin Smith, Garry Lipshaw, 67, of 523 W. Laurel Street, was arrested on Friday, February 7, 2025, after law enforcement executed a search warrant at his residence. The investigation was initiated after the National Center for Missing and Exploited Children (NCMEC) received a CyberTip from Microsoft regarding suspected child sexual abuse material (CSAM) uploaded to its platform on August 2, 2024.

Microsoft reported the upload of an image depicting a prepubescent female, which led investigators to an IP address registered to PenTeleData. A subsequent subpoena revealed the address associated with the IP, linking it to Lipshaw's residence. Agents from the Attorney General's Office, along with local law enforcement, conducted an online records search and obtained a search warrant signed by Magisterial District Judge Edward Tarantelli.

During the search, Lipshaw was advised of his Miranda rights, which he acknowledged and waived. He admitted to law enforcement that he had been searching for and viewing Child Sexual Abuse Material (CSAM) for several years, using search terms such as "nude female" and "nude girl" on Bing. Lipshaw disclosed that he accessed such material daily or at least twice a week and that CSAM was stored on his red portable hard drive.

A forensic examination at the scene revealed approximately 45 videos depicting indecent contact with children, including footage involving toddlers. Special Agent Smith confirmed that all 45 videos contained material consistent with child pornography, in violation of Pennsylvania Crimes Code Section 6312.

Lipshaw faces 45 counts of Sexual Abuse of Children (Possession of Child Pornography), a second-degree felony, and one count of Criminal Use of a Communication Facility, a third-degree felony. The investigation remains ongoing, with further forensic analysis of the seized devices to be conducted.

Upon being taken into custody on Friday, he was arraigned by Judge Tarantelli and later released that day after posting $100,000 straight cash bail through a professional bondsman.

Lipshaw is scheduled to appear before Judge Tarantelli on February 19th, 2025 for a preliminary hearing on the charges.
