A Shenandoah man is facing more than 200 felony charges following an investigation into child pornography that began with a tip from Microsoft.
According to an affidavit filed through the office of Magisterial District Judge Anthony Kilker, Microsoft submitted a report to the National Center for Missing and Exploited Children’s CyberTipline on October 9, 2024, at 8:00 p.m. UTC. The report, which included a disturbing image found on BingImage, was initially received by the Delaware County Criminal Investigation Division and later forwarded to the Pennsylvania Office of Attorney General’s Child Predator Section. An investigator was assigned to the case on February 24, 2025.
The CyberTip indicated that the uploaded image depicted a prepubescent female standing nude. Microsoft traced the upload to a specific IP address, which investigators later determined belonged to PenTeleData. Through a subpoena, they linked the IP address to a residence at 211 East Oak Street in Shenandoah.
On April 15, 2025, investigators obtained a search warrant for the property. The following day, law enforcement executed the warrant and encountered a man and woman at the residence. During interviews, officers learned that 46-year-old Anthony John Cuff, who lives nearby at 217 East Oak Street, also had access to the internet at the 211 address. Cuff was identified as the woman’s son.
All electronic devices at 211 East Oak Street were seized. Investigators reported that no illegal material was found on those devices, but analysis of the home's router revealed an unidentified device still connected to the network.
Authorities then visited Cuff at his residence to question him about the investigation. When asked about the images, Cuff reportedly responded, “I don’t know what their age are.”
On April 16, investigators obtained a second search warrant for Cuff’s home at 217 East Oak Street. During the search, officers seized multiple electronic devices, including one confirmed to have been connected to the router at the original address. Investigators also discovered a box containing what was described as a "child sex doll."
A forensic review of the seized devices uncovered over 200 explicit images and videos involving children.
Cuff was arrested and charged by the Pennsylvania Office of Attorney General with 201 felony counts of possession of child pornography and one count of criminal use of a communication facility.
He was arraigned by Judge Kilker and is being held in Schuylkill County Prison on $100,000 straight cash bail. A preliminary hearing is scheduled for April 24, 2025, before Judge Kilker.
